Establishing an Anti-Ragging Cell is essential to curb and prevent the menace of ragging in any educational institution. It is also necessary to foster a safe and conducive learning environment where all students can thrive without fear of harassment and intimidation. In conformity with the Supreme Court judgement and directions, UGC Guidelines and government instructions, Bikali College, Dhupdhara is following a ‘ZERO TOLERANCE POLICY’ towards ragging. Any student of Bikali College, Dhupdhara found guilty of ragging, will be dealt with strictly keeping in accordance with the Provisions of Law.

Vision: To establish a ragging-free campus where students are instilled the values of acceptance, tolerance, harmony, empathy, compassion and sensitivity and to make them responsible citizens aware of the meaning of their rights as well as their duties.

 Mission:

  1. To create an atmosphere of discipline
  2. To create a ragging free campus
  3. To create an atmosphere with ZERO TOLERANCE towards ragging in all its forms
  4. To create a safe and secure environment for students

Objectives:

  1. Restraining and preventing ragging in all its forms in educational institutions.
  2. To create a ragging free environment.
  3. To sensitize the students about the dehumanising effects of ragging.
  4. Prevention of ragging by maintaining strict vigil and monitoring the campus environment.
  5. To receive complaints and resolve them through Anti-Ragging Cell.
  6. Promptly deal with incidents of ragging once brought to notice to the Anti-Ragging Cell.
  7. To take stringent actions against those engaged in ragging as per Provisions of Law.
  8. To facilitate counselling and guidance to students affected by ragging if required.
  9. To hold Anti-Ragging Cell executive meeting twice a year, one in each semester.
  10. Conducting anti-ragging awareness programmes at the beginning of each academic year.

What Constitutes Ragging?

According to UGC Regulation on Curbing the Menace of Ragging in HEIs, 2009,

ragging is a criminal offense and UGC has framed regulations on curbing the menace of ragging in higher educational institutions in order to prohibit, prevent and eliminate the scourge of ragging. In pursuance to the Judgment of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, in exercise of the powers conferred by clause (g) of sub-section (1) of section 26 of the University Grants Commission Act, 1956, the UGC notified “Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009”.

These regulations are mandatory for all universities/ institutions.

The following acts are considered Ragging under the Regulation of 2009:

  1. Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student;
  2. Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student;
  3. Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student;
  4. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;
  5. Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  6. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students;
  7. Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;
  8. Any act or abuse by spoken words, emails, posts, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;
  9. Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.

Punishment Provisions: Per UGC Guidelines (2022), any student or group of students found guilty of ragging on campus or off campus shall be liable to one or more of the following punishments. Depending on the nature and gravity of the guilt established by the Anti-Ragging Cell, the following punishments may be given:

  • Debarring from appearing in any sessional test/ university examination or withholding results
  • Suspension from attending classes and academic privileges
  • Withdrawing scholarships and other benefits
  • Suspension from the college for a period of one month
  • Cancellation of admission
  • Debarring from representing the institution in any national or international meet, tournament, youth festival, etc
  • Suspension/expulsion from the hostel
  • Rustication from the institution for periods varying from 1 to 4 semesters or equivalent period
  • Expulsion from the institution and consequent debarring from admission to any other institution
  • Fine up to twenty five thousand rupees
  • Imprisonment for a term which may extend to two years or with fine which may extend to ten thousand rupees or with both
  • Collective punishment – When the students committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers

Measures to Prevent Ragging in Bikali College:

In order to prevent ragging in Bikali College, an Anti-ragging Cell has been constituted in Bikali College with the following members:

  1. Principal
  2. Vice- Principal
  3. Convenor
  4. Teacher Members ( 2 in number)
  5. Students’ Union President
  6. Students’ Union General Secretary
  7. Dhupdhara PS Sub-Inspector
  8. Reporter
  9. Librarian (Non-Teaching staff representative)
  10. Parent (Member of Parent Teacher Association)
  11. One student representative from among Fresher

Functions and Powers of the Cell:

  1. To uphold and comply with the directions of the Hon’ble Supreme Court and be vigilant on any acts amounting to ragging
  2. Conducting orientation sessions and workshops to educate students about the consequences of ragging and promoting a healthy and respectful campus environment.
  3. Receiving complaints and providing a platform for students to report incidents of ragging confidentially without fear of reprisal.
  4. To provide students the information pertaining to contact address and telephone numbers of the person(s) identified to receive complaints/distress calls;
  5. To oversee the procedure of obtaining Undertaking from the students, day scholars as well as hostel inmates in accordance with the provisions;
  6. Promptly investigate any reported incidents and taking appropriate action against the guilty in accordance to UGC Guidelines.
  7. To offer support and guidance to victims of ragging, including counselling and guidance to help them cope with the trauma and seek necessary assistance.
  8. Impose disciplinary measures, such as suspension or expulsion, on students found guilty of engaging in ragging activities.
  9. Regularly monitoring the campus environment and working closely with Hostel Wardens, Hostel Inspectors, Teacher Mentors and Student Representatives to detect and prevent any instances of ragging before they escalate.

Duties of a Complainant/Aggrieved

  1. The aggrieved can approach members of the Anti-Ragging Cell or their mentors or any other person in the campus they feel comfortable with to raise the issue of ragging.
  2. Thereafter, the aggrieved has to give a written complaint addressed to the Anti-Ragging Cell (ARC) alone, describing the ragging instance completely with date, time and place.
  3. The complainant has to identify the alleged perpetrator by name in the written complaint.
  4. The name of the complainant shall be kept confidential and the ensuing procedures shall be maintained and documented by the Anti Ragging Committee.

Redressal Mechanism

  1. Once written complaint is received, the Anti-Ragging Cell (ARC) members shall immediately arrange for ensuring the security of the complainant and/or victim
  2. The aggrieved should be taken for counselling available in the college.
  3. The written complaint from the complainant and/or victim should contain the full details of the instance(s) of ragging, date, time and place of occurrence.
  4. The complainant’s and/or victim’s identity such as name, course, semester, contact number, e-mail id, parent’s name, parent’s contact shall be obtained by the ARC.
  5. The alleged perpetrator’s identity such as name, course, department, semester, contact number, e-mail id, parent’s name, parent’s contact shall also be obtained.
  6. The complaint shall be noted down in the Ragging Complaints Book by the Convenor and Member Secretary.
  7. The complaint shall be documented in the file with all committee members.
  8. The complaint shall be brought to the notice of the chairperson (Principal).
  9. A meeting shall be held in consultation with the chairman to resolve the issue to decide upon the commensurate action to be taken.
  10. The actions against the alleged if found guilty shall be recommended by the Anti Ragging Cell (ARC) to the Head of the institution.

Actions

The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents.

The Anti-Ragging Cell of the institution shall take an appropriate decision, with regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging.
